In order for the Hat Factory of South Hungary S.A. to come into existence, it required private capital and support from the state and the city of Timișoara, where it operated on the banks of the Bega River. Archives attest that in 1899 the municipality granted, free of charge, to Phillipp Lustein and Wilhelm Keller a plot of land measuring 2 'cadastral acres' near the then-road viaduct and the current central park. The factory was exempt from paying municipal taxes for a decade but committed to providing annual subsidies for each employee.
Built in 1899-1900, the building structures bear the signature of the architect Ede Reiter, who was a neighbor to the property. The Hat Factory produced felt and wool hats, felt, and rabbit fur hats, with about 500 employees, two-thirds of whom were women, all assisted by steam-powered machines.
