Who can buy real estate in Kyrgyzstan?
Foreigners can buy real estate in Kyrgyzstan. They can purchase as an individual or as a Limited Liability Corporation(LLC) or a regular corporation. Owners of real estate are responsible for paying property tax quarterly. Tax payment is done physically at the local tax office.

Are there restricted land ownership rules?
Apartments, commercial and industrial land within cities zones can be owned by foreign entities forever.

Ownership by a foreign entity of agricultural and industrial land outside of cities is automatically recorded as a 49-year lease. Legally the lease is the same as ownership. The lease can be extended and or resold to any local or foreign entity.

NOTE: Complete ownership of agricultural and industrial land outside of cities can be possible with the establishment of a joint venture between local representative and foreign entity. In this structure, a local representative is company director (CEO) and has 81% equity while up to 19% can be held by a foreign entity.

What is the tax and or fees to purchase real estate?
No taxes for the purchase of real estate.
There are small fees associated with legal documents and notary services when transferring ownership at Kyrygz Republic State Land Registry Office. These are under $500USD and fees can be negotiated within sales agreement between seller and buyer.

Sales tax 2%
Value Added Tax (VAT) 12% (in most situations)

What are the recurring fees associated with owning land in Kyrgyzstan?
Real Property Tax. This is paid quarterly (four times a year) at the regional tax office. Current tax rates are listed on each individual property listing.
Maintenance / Security (if required) ($50 - $200USD / month)
Utilities (~$55 USD)
Real property tax: A real estate tax is levied on the owner of immovable property at a rate of 0.35% for residential property and 0.8% for property used in business activities.
Land tax is levied annually on the use of a plot of land, with the rate depending on the location and use of the land.

How long does the land purchase process take?
Besides negotiations and the transfer of payment, the purchase process can be completed in a single day. There are only a few required documents that need to be notarized and filed with local and state land registry offices.
As an individual buyer, a passport and visa is all that is needed. As a corporate entity it will require corporate documentation and passport for registered director (CEO). All of this can be handled by local lawyers and appropriate Power of Attorney documents.

What are the general taxes for doing business in Kyrgyzstan?
In general, for all goods imported and created in Kyrgyzstan there are the following taxes:
Value Added Tax (VAT) 12% (minus the cost of goods sold)
Sales Tax 2% (for the total value of goods sold)
Corporate Income Tax: 10% (Profit tax is calculated at a rate of 10% of aggregate annual income less allowed deductions)
Income Tax Individual: 10%

There are lower tax rate opportunities. Agricultural business and agricultural logistic centers can be eligible for zero tax rate and or special tax rates. Please consult legal advisors. 90 day visa for pleasure or business are available via evisa (http://www.evisa.e-gov.kg/) for $10USD. For up to a 2 year work visa, extended stay or immigrant citizenship please refer to local legal counsel.
